一、项目简介 Program Information
中国政府奖学金“高水平研究生”项目是由中国政府资助的面向国际学生的全额奖学金项目，奖学金包括学费、住宿费、生活费和综合医疗保险费（不含国际旅费）。
The Chinese Government Scholarship "High-Level Postgraduate" program is fully funded scholarship program for international students sponsored by the Chinese government. The scholarship covers tuition, accommodation, living expenses, and comprehensive medical insurance (excluding international travel expenses).

1. 《中国政府奖学金申请表》（中文或英文填写，仅在学校系统上传）；Application Form for Chinese Government Scholarship (filled in Chinese or English, only uploaded in University system)； 2. 年龄在40周岁以下的非中国籍公民身体健康，愿意遵守中国的法律、法规、遵守西南石油大学的规章制度、尊重中国人的风俗习惯、遵守社会公德者；Non-Chinese citizens under the age of 40 who are in good health and willing to abide by Chinese laws and regulations, Southwest Petroleum University rules and regulations, respect Chinese customs, and abide by social ethics; 3. 护照有效期须3年以上；Passport validity shall be more than 3 years; 4. 经公证的最高学历证明。如申请人为在校学生，须提交本人就读学校出具的预计毕业证明或在学证明；Notarized Highest Degree Certificate. Prospective degree certificate winners must submit official proof of student status by their current university; 5. 学习成绩单（自本科阶段起）。成绩单扫描件应包括本科、硕士、博士（如有）学习阶段，直至最近一学期的成绩。成绩单应由就读学校教务处、研究生院或有关学生管理部门开具并盖章。可提供中/英文成绩单，如为英语以外语种，需另提供英文翻译件并公证；Academic Transcripts (from the undergraduate program onwards). Copies of academic records from first to last semester during the undergraduate, master, and PhD programs (if any) shall be provided, up to the most recent semester. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. Transcripts in Chinese or English can be provided. If the transcript is in a language other than English, an English translation should be provided and notarized; 6. 英语水平证书（雅思6.0以上、托福80分以上、多邻国120分以上），English Proficiency Certificate （IELTS 6.0 or above, TOEFL 80 or above, Duolingo 120 or above); 7. 研究计划【非常重要】（中/英文，至少1500字且包含以下内容：引言、研究问题、文献综述、研究方法、预期结论，参考文献等）；Research Plan【Extremely important】 (Chinese/English, at least 1,500 words, and including the following parts: introduction, research questions, literature review, methodology, expected result, references, etc.). 8. 两封推荐信【非常重要】（推荐人需具有教授或副教授职称，内容应重点包含对申请人来华学习目标要求，以及对学生综合能力，未来发展的评价）；2 Recommendation Letters【Extremely important】 (Referrers should have the title of professor or associate professor, the content should focus on the applicant's objectives in China, as well as the evaluation of the student's comprehensive ability and future development.); 9. 近三个月内出具的《无犯罪记录证明》；Certificate of NO Criminal Record issued within the past three months; 10. 《外国人体格检查表》（检查结果有效期为6个月）；Physical Examination Record for Foreigner（The results are valid for six months）; 11. 导师接收函（附件1）。A Conditional Acceptance Letter of Southwest Petroleum University (Annex Ⅰ). 导师信息Supervisor information：

三、申请截止时间 Application Deadline

四、申请流程 Application Procedure
1、CSC系统申请：登录中国政府奖学金来华留学管理信息系统（https://studyinchina.csc.edu.cn），选择留学项目种类B类（Type B），输入受理机构编号:10615（西南石油大学），填写信息后在线提交，下载《中国政府奖学金申请表》。注：系统操作流程请见附件2。Application in CSC system: Log in to the Management Information System of Chinese Government Scholarships for Studying in China （https://studyinchina.csc.edu.cn）, select TypeB, enter the accepting organization: No. 10615 (Southwest Petroleum University), fill in the information, submit online, and download the Application Form of Chinese Government Scholarship.
Note: Please refer to Annex Ⅱ for the system application instruction.
2、学校系统申请【非常重要】：完成CSC网站申请后，还须在学校申请系统(https://swpu.17gz.org/)中提交申请，有关材料须与CSC系统中完全一致(注意：如果您不在西南石油大学网站上申请，我们将无法受理您的申请)。
University system application 【Extremely important】: After completing the application on the CSC website, you must also submit the application in the University application system (https://swpu.17gz.org/), and the relevant documents must be completely consistent with those in the CSC system (Note: If you do not apply on the website of Southwest Petroleum University, we will not be able to accept your application).
3、学校初审：学校按照招生要求，对申请人资格进行初审，初审通过后商请培养单位复审。
Preliminary review: The application will be reviewed in accordance with the enrollment requirements, and then the academic schools will conduct a further review.
4、学校复审：2025年3月15日前，学校各培养单位将组织专家复审，通过面试或笔试对申请人的学术能力、语言水平、教育背景、发展潜力等进行综合评审。
Academic review: Before March 15, 2025, each academic school will organize expert review to comprehensively evaluate the applicants’ academic ability, language proficiency, educational background, and development potential through interviews or written tests.
5、发放预录取通知书：学校将在通过学校复审的申请人中择优发放预录取通知书。获得预录取资格的申请人须在2025年3月24日前再次登录中国政府奖学金来华留学管理信息系统（https://studyinchina.csc.edu.cn）提交预录取通知书及其他所需材料。
Issuance of pre-admission notice: The University will issue pre-admission notice among the applicants who have passed the academic review of the University on the basis of merit. Applicants who have obtained the pre-admission qualification must log in to the Management Information System of Chinese Government Scholarships for Studying in China (https://studyinchina.csc.edu.cn) again before March 24, 2025 to submit the pre-admission notice and other required materials.
五、其他事项 Other Notes
1. 西南石油大学将于2025年3月21日前通过电子邮件发送预录取通知书，未收到预录取通知书视为未获得推荐资格。项目最终录取结果将于2025年7月或8月公布。请耐心等待。
Southwest Petroleum University will send the pre- admission notice via email by March 21, 2025. Failure to receive the pre- admission notice will be considered as not being eligible for recommendation. The final result of the program will be announced in July or August 2025. Please be patient.
2. 申请人必须确保申请材料的真实性，一经查实材料不实，将取消申请人资格。
Applicants must ensure the authenticity of the application documents. Once the materials are verified to be untrue, the applicant’s qualification will be cancelled.
3. 中国政府奖学金学生不得同时获得地方各级政府和国内高校设立的其他奖学金（不含各类一次性奖励）。一经发现，取消中国政府奖学金资格，已获得的中国政府奖学金必须退还。故意隐瞒资助情况者，三年内不得申请中国政府奖学金，包括取消其申请资格。
Chinese Government Scholarship students are not allowed to receive other scholarships established by local governments at all levels and Chinese university at the same time (excluding one-time awards). Once discovered, the qualification of Chinese government scholarship will be cancelled, and the awarded Chinese government scholarship must be returned. Those who intentionally conceal their financial support will not be allowed to apply for Chinese Government Scholarships for three years, including the disqualification of their applications.
4. 各培养单位通过电话或网络对申请人进行面试，请确保申请表中的电话号码和电子邮件地址正确无误。
Each academic school conducts interviews with applicants by phone or online. Please ensure that the phone number and e-mail address in the application form are correct.
5. 所有申请须在线提交，不接受电子邮件申请或纸质材料申请。
All applications must be submitted online. E-mail applications or paper applications will not be accepted.
6. 请务必提供正确的电子邮件地址和邮寄地址。我们将通过电子邮件确认每项重要信息，请务必每天查看。
Please be sure to provide the correct e-mail address and mailing address. We will confirm each important information via e-mail, please make sure to check it daily.
7. 西南石油大学不允许任何个人或中介代理机构受理中国政府奖学金申请。所有申请人应在国家留学基金委官方网站（http://www.campuschina.org/）和西南石油大学官方网站（https://swpu.17gz.org/）上提交相关信息。
Southwest Petroleum University does not allow any individual or intermediary agency to accept applications for Chinese Government Scholarships. All applicants should submit relevant information on the official websites of the China Scholarship Council (http://www.campuschina.org/) and Southwest Petroleum University (https://swpu.17gz.org/).
六、入学报到Registration
入学报到注册方式及报到时间以学校发放的录取通知书为准。
The specific time and approach of registration shall be based on the Admission Notice.
